Keeping the start of Coaching of UPSC (Civil Services) in mind, Mr. Mohammed Owais, Chief Executive Officer, Haj Committee of India, convened a meeting of the prominent personalities, intellectuals and persons relating to the education fields in the Ground floor Library of the Haj House on 14th November, 2009.
While welcoming the participants in the meeting, Mr. Mohammed Owais, Chief Executive Officer, Haj Committee of India stated that the purpose of convening this meeting was to discuss the method how to make the education very common which has now-a-days become an uncommon thing. He stated that it is the need of the hour to mobilise the resources for different kinds of Institutes especially for the needy and Muslim students who do not have access to continue their studies whereas they want to continue. It is necessary to visit different Educational Institutes. The steps taken for promoting education in Madrasas and Maktabs are insufficient. For past so many years, it was thought to open the IAS & Allied Services Coaching & Guidance Cell and the dream has come true with its commencement in the Haj House. In this connection, a large number of candidates applied from Maharashtra.
In order to solve such typical problems / questions, we should give a proper thought that which is the point where we are lacking and instead of opening or starting of Madrasas, we should think to adopt such Madrasas which already exist, he suggested.
He further stated that after completion of Haj operation, we should organize a Seminar on Zakaat.
We should target at the hindrances faced in the matter. Such proposals / suggestions will be put on the website of Haj Committee of India. This system will help us in awakening the students of the Muslim community and encouraging those who are already on this job.
After introducing himself, Dr. S.A.M. Hashmi, Director, IAS & Allied Services, Coaching & Guidance Cell, Haj House informed the participants that around 300 applications were received mainly from Mumbai, Thane and Bhiwandi Districts which were short-listed by taking Internal Exams and personal Interviews at three Centres namely, Mumbai, Delhi and Bangalore.
After evaluation of the examination, those who were successful, they were personally interviewed. 40 students have been selected and all are accommodated in the prestigious building of Haj House. Most of the books have been purchased by Haj Committee of India and some books have been arranged by Janab Siddiqui Saheb from Bandra.
He further stated that two candidates have been accommodated in one room. Arrangements for Cot, Chair and other necessary items required for focused study will be made. Most of the candidates have made the payment. He announced that in this connection, an Inaugural Function will be arranged in which heads of various Educational Organizations e.g. Anjuman-i-Islam, Anjuman-i-Khar-ul-Islam, Commissioner of Central School Organisation, Education Officers and Assistant Commissioner Education will be invited. They will also be requested to visit the and inspect the classes.
He stated that when Kendriya Vidyalaya Sangathan represents as CBSE and Navodaya Vidyalaya following the CBSC curriculum can co-ordinate with each other, then why not Anjuman-i-Islam & Anjuman-i-Khair-ul-Islam can co-ordinate with each other ? He informed that on-the-spot reports are prepared and after inspection, the best teachers are awarded. We should not pin-point on the faults but on the contrary we should find ways to encourage the best teachers.
At this, the attention was drawn towards the Girls College of CBSE curriculum which is run by Mr. Asrar-ul-Haque Qasmi, M.P. We should pay more attention on the students who are weak in their studies. Over the periods now girls of this school are fluent in English.
Principal, Akbar Peerbhoy College congratulated the Chief Executive Officer, Haj Committee of India for giving a dynamic start to the Coaching & Guidance Cell of IAS & Allied services, his remarkable struggle & achievement. He stressed that this is one of the purposeful utilisation of Haj House and wanted to start other purposeful courses for the community in the field of education. He desired that apart from the Colleges and Educational Institutions in Bhindi Bazar, Nagpada e.g. Maharashtra College, Burhani College, Royal College at Mira Road, Rizvi College at Bandra, a list of Colleges & Educational Institutions should be prepared which are run by the Muslim community since there is a need to make a chain to bring educational Revolution. The example of Dr. Bhimrao Baba Saheb Ambedkar was cited as to how he revolutionized the community through education.
It was decided that with a single point agenda, more such meeting should be convened and Press should also be invited in such meeting. The main discussion should be on the point that how to evolve a mechanism to establish a chain of Muslim educational Institutions across the country, he desired.
Prof. Jameel Kamil, praised the step taken by Mr. Mohammed Owais, Chief Executive Oficer, Haj Committee of India for taking initiative to start the Coaching & Guidance Cell for IAS & Allied Services and further desired that now it is the responsibility of students and the people involved in the education field, to grab the opportunity and extend a helping hand to the poor but able, hard-working students to reach to the expectations.
Mr. Shaikh stressed that there is a need to organize & co-ordinate with new educational Institutions. Moreover, there is also need to remove the hurdles that is faced by the existing educational Institutions & improve in their functioning.
He stated that it all depends on the competitive examination in which the candidates have to read a lot. The candidate should have the reading habit. Although there are number of good organizations but without proper infrastructure. There should be an atmosphere of IAS coaching and such atmosphere should be provided from the School studies itself. It is experienced that our students do not have any such knowledge of IAS or Allied services training. In this connection, there is need for struggle from grass-root level. Apart from IAS Coaching, it is necessary to see that other competitive exams such as Banks, Railways are also be kept in view so that the candidates should prepare themselves for such exams.
The existing forum is very useful for the Muslim community.
Mr. Mohammed Owais, Chief Executive Officer, Haj Committee of India drew the attention of the participants towards the following points:-
1. How to establish a network of Schools in Muslim populated areas, since there is complete ignorance about education in Muslim community ?
2. He cited the example of one of the Kokan Muslim Education Institution for which everybody has to work hard. We should rely not only on Government for everything but time has come to start something.
3. Community is required to devote time and experience collectively. The wealthy people who can part with certain portions should come forward and chalk out road map along-with educated people in the field of education. This is a time for excellence & we must excel.
JUSTICE MR. SHAFI PARKAR (Retired):
He welcomed the step taken by Mr. Mohammed Owais, Chief Executive Officer, Haj Committee of India. He suggested the following:-
1. Students who do not get admission in Medical, Technical and Engineering Colleges, can be encouraged to go for IAS and Allied services Coaching as they are more mature after graduation and it is our responsibility to train them properly.
2. Accommodation is the major problem in Mumbai City, but utilizing Haj House for the purpose is commendable. He stated that there is example of Pune Campus which imparts training to the students.
3. There should be participation in Government which is done by entering into the elite services and present step is encouraging one.
MRS. PARVEZ SHAMSI, (Lucknow):
She informed that after the demolition of Babri Mosque, an educational revolution has cropped-up in the Muslim community. We should come forward with an educational movement and should try to reach at its highest level. No one should get discouraged by the hurdles coming in the way.
MR. RASHID JUNG Saheb:
He expressed his opinion that in late 1980s, when he was in Planning Commission, he discussed about the percentage of appointment in that forum of 8th Plan, he had proposed to keep 2% of Muslims at the top level. He suggested the following :-
1. We have to build the characters. Boost them up through the system, since character is built in many years.
2. We should support the education of high quality.
3. We should have sufficient funds to purchase books;
4. Students need to have minimum cultural standard;
5. The faculty should be of high quality. Even if we have to call faculty from Delhi `we should not hesitate. Similarly the Library has to be extensive. Faculty must have three basic requirements:
a) Knowledge ;
b) Skills ;
c) Ability.
These are three criteria to build a character. Does a student has the above three abilities, first we have to see this.
6. There should be a complete package for students preparing to appear for such high examination.
7. There should also be assessment of teachers.
8. Concentration on small efforts what a student is doing is also essential.
9. The requisite resources can be had from other places where it is available.
MR. QAISAR KHALID, IPS, Dy. C.P. (Railways):
He expressed his opinion as under:-
1. In order to start such a gigantic, challenging task, it is necessary to have solid base, since it is seen that in the beginning a movement starts with, but later it collapses soon, which should not happen.
2. Preparation of Civil service is very trouble-some but not impossible.
3. The ideas should be sustainable. Civil Service is not limited to Coaching Class studies only.
4. We have to see what is the out-put of a student in the time given to him.
5. The constant study is necessary hence, the surrounding or the atmosphere should be best;
6. Secondly how the students are ?
7. To focus on any of the aim is necessary.
8. Books to level of Post-graduation should be made available in Library.
9. Analysis is also necessary. It should be seen that during last three years what were the questions that were asked;
10. Assessment of system is also necessary.
11. What is the level of preparation amongst the students ;
12. Such preparation should be started from the Standard of 10th or 12th.
13. The student should have complete General Knowledge; They should be involved in Magazine debates etc., which are also necessary.
14. In this connection, the Muslim community should be made aware of the developments and the requirement for such studies. We should not forget our culture.
15. Experienced persons should be associated in this movement;
16. Our students must learn, how to maintain our lives and must remove inferiority complex.
He suggested the following points as well for the selection process:
1. There should be regular test of the candidates;
2. A time should be fixed for study in Library;
3. Continuous improvement is also important ;
4. The student having competence in a particular field should be trained.
5. Support and co-operation from the people of the community is also essential;
6. To start with, the following three basic requirements are needed :
a) Accommodation ;
b) Food ;
c) Library.
7. At most two candidates should be accommodated in one room ;
8. The lecturers should be invited at the rate of Rs.500/- to 1500/- per hour, since it is a specialized type of coaching. The lecturers must get to & fro transportation charges and they should be provided 2 / 3 days accommodation. Such lecturers may be invited from Mumbai, Pune, Aurangabad or from the places wherever they are available.
9. We should think that how to spread this network in the country.
10. There should be regular meeting within 15 days. Suggestions from all should be invited.
MR. I. U. KHAN, Mumbai.
He welcomed the Chief Executive Officer for the bold step taken by him in the direction of education apart from the Haj arrangements and proposed the following:-
1. Doctors and Engineers should be involved in this Mission;
2. Committed teachers should be appointed ;
3. Networking is very important and should be looked into.
While talking about networking, Mr. Mohammed Owais, Chief Executive Officer, Haj Committee of India stated that the Haj House in every State will be utilized for this purpose in the long run Insha-Allah.
JANAB MUNSHI ABU SALEH, President, Anjuman-i-Khair-ul-Islam:
Suggested the following :-
1. It should be in the form of an Association having a higher level status. It should guide those organizations which are already involved in this job.
2. The schemes announced by the Government needs to be studied thoroughly and should be utilized for the community through this association.
DOCTOR ABDUR RAUF SUMAR:
Suggested the following :
1. There is a need of a Central Co-ordination Committee consisting of 10 to 12 persons and such Committee should be in every State;
2. There is a need of Bait-ul-Maal or Central Co-ordination Fund which can be utilised for such purposes;
MR. SYED IQBAL:
1. He stressed the need for Central Co-ordination Committee on Education.
2. He wanted the protected and better environment for women candidates , proposed for women warden to look after the kitchen, library and cleanliness etc.
3. He wanted to start Coashing for IITs, Medical, Examination by reputed Colleges under two Anjumans in Mumbai.
DR. MOHAMMED ALI PATANKAR :
Suggested the following :
1. Self-dependency is also necessary. We should proceed by utilising our own resources;
2. We should learn different languages including Marathi ;
3. There is need of the hour to remove the differences among the Muslim community.
4. He stated that a separate meeting should be convened for discussing the matters relating to Bait-ul-Maal or Zakat Foundation.
5. He supported the creation of Central Co-ordination Committee as well as the Medical and Health Committee.
Mr. Mohammed Owais, Chief Executive Officer, Haj Committee of India in his concluding remarks thanked the participants. He informed that Insha-Allah after three months another meeting will be convened in which the on-going Coaching Classes of Civil Services would be reviewed in addition to addressing the other educationj related issues. A summary will be prepared that the same will be placed in the next meeting.
Meeting ended with a vote of thanks to the participants.
